Clean Green Cars (CGG) is providing some rhetorical ammo for Porsche's fight against changes to London's Congestion Charge. CGG worries that the new emission-based charges are likely to increase CO2 emissions and congestion. That's cause Londoners are snapping-up what Clean Green calls "Congestion Charge Busters:" vehicles whose tailpipe emissions (120g/km of CO2 or less) give their owners a free ride. Some 200 British new car models qualify; in the last year, their market share has increased from 5.4 percent to 7.4 percent. Clean Green reckons that number will soon soar to 10 percent and beyond. While that's a good thing, it's possibly a bad thing. Congestion charging was supposedly designed to get people to drive less— not buy higher mileage cars and keep on driving. Or drive even more. Clean Green Cars recommends that London kill the exemption altogether and implement a graduated scale of charges: £4 for the lowest emission cars, £8 for moderate emission cars and £12 for vehicles that spew over 225g/kms of carbon. Fare enough?

You’d really have to model London traffic in detail in order to figure out if exempt cars would be induced, by their freedom from fees, to drive that much more such that the extra mileage would overwhelm the effect of having lower per-mile emissions. Maybe, maybe not — but I’m betting on the “not.”
Be that as it may, I agree with the proposition that the congestion charge is certainly not the right place to target CO2 emissions. A congestion charge is about congestion — a fuel efficient car takes up almost the same road space as a gas guzzler, so from the point of view of congestion they are just as bad and should be taxed just the same. Don’t blunt the instrument by trying to use it on unrelated things.
Carbon dioxide gas release has no localized effect. A ton released in London has the same effect on the earth as a ton released in the Scottish Highlands. If you are worried about global warming, tax gas — or, better, all fossil fuels — in some proportion to the amount of carbon they contain, and use the proceeds to mitigate the problems in whatever way that’s possible.
All these different taxes and charges will all add up to a single number for any given motorist. But by separating the line items, you give him the chance to see where he can most easily create a savings for himself.
Clean Green should suck some exhaust pipe and understand the dynamics, but I guess they couldn’t forego the opportunity to get a little press attention.

No. First the congestion charge modifies what kind of vehicles people drive, leading them to choose makes and models that do not burn lakes of fuel while spewing noxious emissions.
Then – to the great delight of Clean Green, one can consider levying a charge against even the most efficient vehicles. But let the carrot work its magic first, for chrissakes!

Unless you’re breathing the London air, of course. And that’s been just as important a driver behind the congestion charge, to reduce emissions in order to increase the quality of the air, locally. And you have to breathe it to believe it – London’s always had trouble with its air, and let’s hope it never gets as bad as it once was back when everyone was using coal for their central heating.
But it does get pretty bad.
The car lobby is hard at a work trying to skewer Livingstone, of course, but if you’re a Londoner you might want to give that Audi Q7 carrying groceries a kick into the countryside where it belongs.

Stein, you are confusing carbon dioxide with almost everything else.
Pollutants such as carbon monoxide, particulate matter (soot), and various oxides of nitrogen and sulfur are all hazardous on the local level. They contribute to smog, asthma, lung disease, and the like. Some (such as sulfur) are hazardous on the regional level as well, contributing to acid rain. But carbon dioxide, at industrial and automotive levels of release, causes no unique local problems. It just loads the atmosphere with a greenhouse gas, and this is felt only on the global level.
Once upon a time, level of fuel consumption was a good rough indicator of both CO2 and other pollutant emissions. But that’s no longer true. Emissions control devices, such as catalytic converters and particulate filters, make it possible to consume huge amounts of fuel, and release huge amounts of CO2, without emitting significant amounts of the pollutants that cause local harm. That’s what California was pioneering in the 1960s and 1970s — they identified the compounds most related to local air quality problems, and sought to curb their release. CO2 was not one of those compounds.
If you wanted a graduated congestion charge which discourages vehicles that emit “noxious” gases (i.e. those that will make a Londoner sick), it should be based on rates of emission of nitrogen oxides or particulate matter, not CO2.
The graduated congestion charge based on rates of CO2 emission has nothing to do with either congestion or local air quality. It’s about Ken Livingston’s global warming policy — and having global warming policy decided on a city-by-city basis strikes me as rather silly and ineffectual.

No, I’m not, but we can always parse words – I’d think that total emissions are implicit. And while we’ve seen improvements in total emissions, there are still areas of serious concern – diesel vehicles being one such factor in Europe, where they are popular; abraded road dust and particulates from asphalt being another – as you state, nitrogen oxides and particulate matter. Which is also what’s being factored into the congestion charge rate levels.

That’s exactly what I dispute. Total emissions are not very well correlated with CO2 emissions, especially given the availability of catalytic converters and diesel particulate filters, and the like.
If you are really worried about these matters, you’d grade your charge based on weight, engine type (diesel vs. gasoline), emissions profile for the make and model in question, etc. You wouldn’t use CO2 as a proxy to estimate the amount of noxious pollutants, because it isn’t a terribly good one.
Moreover, Ken Livingston’s public declamations on the subject of CO2 emissions and global warming make it explicit that the motivation behind the graduated congestion charge is all that, and not a concern for local air quality.
However, TfL (Transport for London) has reported changes in air quality within and alongside the Inner Ring Road boundary of the zone.
Levels of two greenhouse gases fell, nitrous oxide (N2O), by 13.4% between 2002 & 2003, and carbon dioxide (CO2), as well as particulates (PM10).[95] In 2007, the Fifth Annual Monitoring Report by TfL stated that between 2003 and 2006, N2O emissions fell by 17%, PM10 by 24% and CO2 by 3%, with some being attributed to the effects of reduced levels of traffic flowing better, with the majority being as a result of improved vehicle technology.[25][112] These accounted for a falls of N2O by 17%, PM10 by 24 percent and CO2 by 3 percent.[25] In total the rate of fall in CO2 has been 20%.[113] The TfL report makes it clear that only a one off reduction of emissions could be expected from the introduction of the charge, whilst further reductions are unlikely to be as a result of the charge.[25]
