With Chicago-area residents spending an average of 60 hours per year in traffic, and the city losing over $7b in lost productivity, wasted gas and environmental damage, Chicago is considering a version of congestion pricing that would charge drivers extra to use the left lane. According to chicagobreakingnews.com, Chicago’s Metropolitan Planning Council studied
the Stevenson Expressway (Interstate 55) from I-355 to downtown Chicago; the Jane Addams Tollway (I-90) from I-290/Illinois Highway 53 to Elgin; and the reversible lanes on the Kennedy Expressway (I-90/94)
and recommended a fast lane toll to encourage responsible use of the freeways. The study suggested a $2.19 roll for inbound trips, but suggested that a variable toll based on time, trip, and traffic conditions could be imposed. The MPC figures $23m per year could be raised from such a toll on the Kennedy’s reversible lanes alone, and that money is needed for future road construction. But would you be willing to pay a little extra to be guaranteed a fast-moving left lane? Or is this just a revenue-raising “Lexus lane” that will benefit the rich and the city government and few others?
First of all, start burning that front fascia into your memory. Chevy’s new Caprice PPV is somehow even less distinctive than a Crown Vic, giving cops something of an edge until speed demons start recognizing it as an unmarked police cruiser rather than a strangely-modded G8. Speaking of which, GM still refuses to build a civilian Caprice, despite previewing what it might look like with this “Detective Duty” version of the new police whip. Because the only thing worse than getting a speeding ticket is getting a speeding ticket from an officer driving an inexpensive, V8-powered, RWD car that you can’t even purchase.
[UPDATE: carenvy.ca cites a “very, very reliable source” as confirming that the Caprice will in fact be sold to civilians in North America. We remain highly skeptical of this claim, and we will follow up on it].
Third quarter North American auto production is headed for the 11.8m mark, even as analysts at IHS Automotive revise their sales projections downwards to 11.5m, once again raising the specter of oversupply which haunted Detroit for much of the last decade. GM, which is forgoing a Summer plant shutdown this year, is expected to increase its Q3 production by 32 percent over last year, as its market estimate ranges from 11.5 to 12m units according to Automotive News [sub]. Though that’s on the high end compared to the IHS number, and though GM’s market share has been anything but stable, the firm is keeping a steady hand on the tiller to maintain a sense of normalcy headed into its forthcoming IPO. And with inventories in far better shape than they’ve been in years, automakers reckon they can always get rid of extra cars when the market rebounds next year. In the meantime, however, the risks of overproduction are very real.
The shortage of a critical computer chip that Hitachi desperately needs to supply Nissan with ECUs now threatens to affect U.S. production. Yesterday, Nissan warned that they will close down Japanese assembly lines. Today, Nissan COO Officer Toshiyuki Shiga said that production in the U.S. may be halted until the chip shortage is solved. The last-ever PT Cruiser rolled off the line last week, decked out in the “Couture Edition” trim shown above. After 11 years on the market, familiarity has bred its fair share of contempt for the old PT, but the old Neon-based hatch certainly had its uses. For one thing, by classifying the compact-based Cruiser as a truck, Chrysler was able to keep the CAFE wolves at bay. It also gave rise to at least 15 different “Special Editions,” from the Dream Cruiser series to the Street Cruiser Pacific Coast Highway Edition (not to mention the $38k “Brazilian Edition“. The PT Cruiser Convertible in “amble mode” was, according to one Robert Farago, “Hakuna Matata in-car-nate.” Hell, in merry old England, the PT Cruiser is nothing short of a cultural exchange icon. In short, it may not be the greatest car any longer, and it probably should have died with some dignity a while ago, but the PT Cruiser was undeniably one of the more influential cars of the 2000s. Having shuffled off this mortal coil, it certainly deserves a moment of remembrance.
The Appeals Court of Massachusetts last month confirmed the principle that a police officer has no more power than any other citizen outside of his legal jurisdiction. The decision came in the context of an August 4, 2006 incident where Joseph Limone was driving his Oldsmobile on Montvale Avenue in Woburn just past Interstate 93. Limone rear-ended the car in front of him, which just happened to be driven by a uniformed police officer.
Ford has once again snagged aid from a European government, as The Wall Street Journal [sub] reports that the British government has approved a £360m ($543m) guarantee on a £450 ($676.4m) European Investment Bank loan to The Blue Oval. The money will be used to fund a £1.5b ($2.25b) investment in four British Ford manufacturing sites. In an official statement, British Business Minister Mark Prisk said
[Ford’s] investment of GBP1.5 billion over the next five years is a great opportunity to take the lead in developing low-carbon manufacturing. This backing from the government will help to ensure the long-term success of manufacturing in the U.K. and make sure we are at the forefront of new technologies

According to AZfamily.com, Arizona’s controversial freeway speed cameras will come down this week, as a result of governor Jan Brewer’s decision to not renew the state’s contract with Redflex. In addition to public opposition to the cameras, a lack of revenue flowing to the state appears to have been a factor in the decision to shut down the cameras. Apparently, the cameras generated over 7,000 tickets in their first year of operations, but because so many motorists simply ignored the tickets and the state didn’t have enough process servers, only about $30m of the estimated $90m in fines that should have been generated by those tickets was actually paid to the state. Arizona’s freeway speed cameras should be deactivated by this Friday.
24/7 Wall Street seems to believe that Hyundai’s junior brand could go away in the next year and a half, as it named Kia to its “Ten Brands That Will Disappear in 2011” list. This despite the fact that Kia’s first-half sales were up 15 percent over the first half of 2009, and Kia’s rolling 12-month sales are over 22 percent higher than its performance in the previous 12 months. So, why does 24/7 Wall Street see Kia disappearing?
Kia Motors Corporation is one of the two car brands of Hyundai of South Korea. It has always been a marginal brand. Its stable mate, Hyundai USA, has a reputation for high quality cars like the Sonata and Genesis. Kia sells “low rent” cars and SUV nameplates like the Sorento and Rio. As GM and Ford have already discovered, it is expensive to maintain multiple brands and storied car names, including Pontiac, Saturn, and Mercury, are disappearing. Most Kia cars sell for $14,000 to $25,000. Hyundai has several cars in the same price range. Hyundai’s Sonata has quickly become one of the best-selling cars in America, and its Genesis flagship model competes with mid-sized BMWs and Mercedes. The parent company will take a page from several other global car companies and dump its weakest brand.
According to the Korea Times, Automotive News has named its “Auto Executives Of The Year,” bestowing its North American honors upon Ford CEO Alan Mulally, its European award to VW CEO Martin Winterkorn, and its Asian award to Hyundai CEO Chung Mong-Koo. Mulally is credited with improving Ford’s US-market position during a sales downturn, while Winterkorn was honored for his bold plan to move most of VW’s vehicles to only three modular platforms. But perhaps the most controversial award went to Chung, who has improved Hyundai’s standing in the global industry, but has suffered more than his fair share of legal problems in the process.
The best-selling nameplates in America may still be pickup trucks, but for the first time in nearly a decade, cars and car-based crossovers are outselling the body-on-frame competition. The shift occurred in the second half of 2007, as gas prices built to their Summer 2008 peak, and despite more reasonable energy prices, consumers do not appear to be going back to large trucks and SUVs en masse. And, as Automotive News [sub] reports, the downsizing of America’s buying tastes is doing more than just putting a fork in the SUV fad.
Tesla has finally acknowledged the existence of its Model S customers–and it’s about freaking time. It’s been more than a year since I plunked down a $5,000 deposit and officially joined the Tesla family as Model S customer No. P 717. (Projected delivery date: early 2012.) At first, the bennies of Model S ownership were pretty cool. A neck-snapping test drive in the Tesla Roadster instantly persuaded me that electric drive is the future of high-performance driving. An invitation to the grand opening of the New York Tesla dealership, located in the oh-so-hip Chelsea district, featured wine, fancy food, and thin artsy people wearing black. I sat back to await the presumed steady flow of Model S owner communications–technical updates, customer surveys, maybe even a factory tour or a test drive in a prototype for a lucky few of us.
