I thought that too, but what are the odds an Allard would be parked on some corner in Eugene.

Dang it. I think you beat me to it.
Doesn’t match any I can find on google…
My other thought was one of those International Harvester Metro vans, but I still think Divco.
I was thinking early (49-early 50’s) Austin A40 until I saw the rivets. This is some aluminum-bodied rig with what looks like a stand for a headlight pod just to the side of the grille. Or maybe JCinSD is right with his Divco guess.
Hmmm, well, there certainly are a lot of street rods built out of Divcos.
Looks like an old truck, maybe an International.
The rivets and the grille slats are making me think “German”, but I couldn’t begin to essay a guess as to why.
It is German– it’s the 2011 de-contented Jetta.
