Volkswagen of America CEO Michael Horn told a congressional committee Thursday that the fixed diesel cars would achieve the fuel economy figures advertised on the cars when they were purchased as new.

“We know we can fix these vehicles to achieve emissions standards,” Horn said.

Horn said that performance such as horsepower and torque for the cars could be impacted, but by keeping those cars at or above advertised mileage, the carmaker could mitigate damage brought by forthcoming class-action and federal lawsuits.  (Read More…)

Cars will be built in China.

Scratch that — cars are being built in China already, but cars sold in America will soon be built in China.

It’s an inevitability that American car buyers will understand when Volvo brings over its long-wheelbase S60 that promises to be the first Chinese-made car sold in America. It’s already happened in most markets around the world — including Canada — but Americans are averse to cars being built in the C-word like, well, the C-word.

The 2016 Infiniti QX50 (formerly the EX35 in old-Infiniti nomenclature) was not built in China — but for all purposes that we’ll discuss, it was made in China. That’s because the car, which sold at a phenomenally slow pace in the U.S., has been thrown a lifeline from overseas. In China, the QX50 launched six months ago with a longer wheelbase to satisfy that country’s appetite for driving everyone, everywhere, all the time. It was a no-brainer for the U.S., but to justify significantly updating the car for our market, it needed sales — and to sell, it needed to be upgraded. And you can see where this is going.

We’ve had plenty of chances to buy one before now, it’s that just Infiniti hasn’t really ever given us a reason.

Bloomberg reported (via Automotive News) Thursday that a proposed contract brokered Wednesday night between the United Auto Workers and Fiat Chrysler Automobiles would raise Tier 2 workers’ pay to $29 per hour, up from $25 per hour, after an eight-year, “grow-in” period.

The separation between the two classifications of union employees — veteran Tier 1 and more recently hired Tier 2 — was a major point of contention for the workers, who voted down the proposed contract last week by a margin of nearly 2-to-1.

Roughly 40 percent of FCA’s union employees are Tier 2 workers, a much higher proportion than General Motors and Ford. On average, those employees are paid $9 to $12 less per hour less than workers hired before the recession. The proposed contract, according to the report, would not eliminate the tiered system, but instead bring closer the two pay scales. The contract also wouldn’t cap the number of Tier 2 workers hired by the automaker.

Mitsubishi announced Wednesday it would make available 1,600 “Final Edition” Lancer Evolution cars to commemorate the departure of the long-running sports sedan.

The cars will be based on Evolution GSR and include the same 2-liter, turbocharged four-cylinder engine that produces 303 horsepower and 305 pound-feet of torque. The engine is mated to a 5-speed manual transmission with all-wheel drive and will start at $37,995.

Mitsubishi will include numbered badges on the cars, a black roof, dark chrome wheels and how much are they asking again?

A former federal official and the Environmental Protection Agency said that German supplier Bosch didn’t supply Volkswagen — or other automakers — with cheating software, implying that Volkswagen engineers acted alone in deceiving emission tests, Reuters reported (via Automotive News).

According to the report, Bosch supplies the engine control management unit for most four-cylinder diesel passenger cars, including Mercedes-Benz, BMW and others. Both BMW and Mercedes have said their cars do not have software that cheats emission tests.

Volkswagen of America CEO Michael Horn testified to a congressional committee Thursday that he wasn’t aware until last month of the illegal “defeat device” installed on nearly 500,000 cars in the U.S. — approximately 11 million worldwide — and that the car company could take several years to fix its cars.

Horn testified in front of the U.S. House Energy and Commerce’s subcommittee for oversight and investigations for more than two hours.

“I would like to offer a sincere apology for Volkswagen’s use of a software program that served to defeat the regular emissions testing regime,” Horn said in a prepared response before answering questions from representatives.

Meanwhile, over in the EU, no one appears to have lost their minds over the Volkswagen scandal. Not at all. Totally sane.

Mitsubishi will show off a crossover-sized electric vehicle at the Tokyo Motor Show this month that will preview what the automaker has planned for electric vehicles and, likely, elements of the next generation of its Outlander Sport.

The eX electric crossover is roughly the same size as the Outlander Sport currently on sale — the concept crossover is 167 inches long, compared to the Outlander Sport’s 169 inches.

According to the automaker, the EV has two electric motors with a combined output of 184 horsepower and a range of roughly 250 miles. (Read More…)

In a prepared statement released ahead of congressional testimony Thursday, Volkswagen of America CEO Michael Horn said the automaker knew of emissions issues last spring when West Virginia University researchers published findings that the automaker’s cars were illegally polluting. (Emphasis mine.)

In the spring of 2014 when the West Virginia University study was published, I was told that there was a possible emissions non-compliance that could be remedied. I was informed that EPA regulations included various penalties for non-compliance with the emissions standards and that the agencies can conduct engineering tests which could include “defeat device” testing or analysis. I was also informed that the company engineers would work with the agencies to resolve the issue.

Negotiators for the United Auto Workers and Fiat Chrysler Automobiles are working to avoid a strike as a deadline looms Wednesday for 40,000 workers at the automaker’s plants.

Reuters reported (via Automotive News) that talks were ongoing to move forward or present a new four-year contract to workers after hourly employees roundly rejected the last proposed deal. The Detroit Free Press reported that employees voiced displeasure with the “alternative work schedules” in the contract that would keep workers on four, 10-hour shifts instead of five, 8-hour shifts, sometimes switching between late night and early morning shifts within days.

The last strike at Chrysler plants lasted for only 6.5 hours in 2007.

Volkswagen lobbied hard in 2011 to receive the same — or higher — clean vehicle credits as electric cars, the New York Times reported Wednesday.

“They wanted a special deal for diesel cars that we now know weren’t even meeting the standard,” Margo Oge, a former director of the E.P.A. Office of Transportation and Air Quality, told the New York Times.

The LA Times reported that roughly $51 million in credits was paid by taxpayers in 2009 for diesel cars that lied about mileage and emissions — essentially a cheap bar trick.

General Motors announced last week that it would develop a fleet of autonomous Volts for its Warren, Michigan campus by 2017, despite announcing earlier in the year that its struggling Oshawa, Ontario facility would be a hub for connected vehicles in April.

GM spokesman Dan Flores said the Warren campus was the best fit for the self-driving Volts that will shuttle GM employees.

“We have several global engineering centers in the world and they all play a role in development,” he said. “There shouldn’t be anything read into the autonomous center being based in Warren. It’s the company’s main technical center.” (Read More…)

Automotive News reported that Toyota is cooperating with U.S. authorities in uncovering why members of the terrorist group ISIS seem to be so fond of Toyota Hiluxes and Land Cruisers, which consistently rank among the top 5 best-selling vehicles for many Middle Eastern countries, prompted by an investigation* by ABC News.

The automaker said the company forbids directly selling cars to paramilitary or terrorist organizations because of course it does. The company said it would be impossible to control indirect or illegal sales to terrorist organizations because of course it is.
