A group of nine Missouri lawmakers are looking to expand the use of speed cameras throughout the state. State House members, led by Representative Michael Corcoran (D-St. Ann), on Tuesday introduced House Bill 1947 which appears on its surface to ban the use of speed cameras when, in fact, it authorizes their use.

LaHood may struggle with some of the technical details (like, you know, how to actually stop unintended acceleration), but he’s got the politics down pat. The gameplan in these kinds of situations is simple: scare the public, shame the automaker, and say lots of things that make it sound like you’re taking charge. Like threatening Toyota with the maximum allowable $16.4m in civil penalty fines [per the Detroit News], potentially shattering the previous recall fine record of $1m set by GM in 2004 for its handling of a windshield wiper recall. The fact that all this makes the government’s “investments” in the auto industry look a little better is just the gravy on top. [UPDATE: Reuters reports that LaHood meant to say that “owners concerned about unintended acceleration should instead seek out dealers for advice and necessary repairs.” You know, instead of implying that all Toyotas are fundamentally dangerous. “What I said in there was a misstatement,” confessed LaHood. A pair of lawmakers want to bring a unique form of photo enforcement to Virginia. The state Senate yesterday voted 40-0 to expedite consideration of legislation introduced by state Delegate Tom Rust (R-Herndon) and Senator Mark Herring (D-Leesburg) allowing the use of automated ticketing machines to fine people up to $600 for driving on a road without a state-approved purpose. The cameras are similar to those that photograph vehicles accused of using a toll road without paying. In this case, however, the cameras would be deployed on a free, fourteen-mile road adjacent to a toll route designed solely for the use of people driving to Dulles international Airport. The owners of cars infringing the proposed law would be mailed a “bill” in the mail.

A number of states are considering legislation that would outlaw the use of photo enforcement. Last year alone, Maine, Mississippi and Montana added themselves to the list of fifteen states where red light cameras and speed cameras are no longer welcome. On Thursday, the South Dakota House Transportation Committee will consider legislation introduced by state Representative Peggy Gibson (D-Huron) to make her state the sixteenth.

Supreme court justices in Missouri yesterday openly questioned the constitutionality of the red light camera program in the city of Springfield. The high court heard oral arguments in the case of retired highway patrol officer Adolph Belt, Jr. who attempted to defend himself in a court of law against the automated citation he received in the mail from Lasercraft, a UK-based camera vendor. Springfield insisted that Belt had no such right and that an administrative hearing presided over by a municipal judge constituted the first and last appeal in the matter. This procedure raised eyebrows among members of the high court, as administration represent a function of the executive.

Toyota’s decision to halt sales of eight models in connection with the ongoing unintended acceleration debacle was made at the order of the NHTSA, reports the Detroit News. “Toyota was complying with the law,” NHTS reps tell DetN. “They consulted with the agency. We informed them of the obligations, and they complied.”According to the DetN, Toyota was legally required to halt sales when it announced its latest recall five days ago. Why didn’t Toyota halt sales then? NHTSA isn’t saying, only going as far as to say “at this point, you need to talk to Toyota about those decisions. We’ll be continuing to work with Toyota and having conversations.”

It’s one thing to say “the electrification of the car is inevitable” (Bob Lutz) when you’re buying the motors from suppliers. But GM is putting (somebody’s) money where their oracle’s wandering mouth is, and getting into the electric motor building business. The General has announced that $246 million dollars, of which $105 million came from a DOE grant (not loan), will be spent on facilities to build lighter, smaller and more efficient electric motors for the next generation of their two-mode hybrid system and rear-wheel drive applications. The UK Sustainable Development Commission yesterday released a report recommending the use of average speed cameras for round-the-clock tracking of motorist journeys nationwide. The government advisory body said that widespread deployment of average speed cameras was required to reduce the emission of carbon dioxide by automobiles, a factor that some believe is linked to global changes in temperature. The report made a number of recommendations affecting the driving public.

“The business models associated with private motoring are not aligned with sustainability,” the report explained.

Speed cameras worldwide were plagued by accuracy problems this week. In Scottsdale, Arizona, a black man received a white man’s tickets on five occasions. Because this man happened to be Larry Fitzgerald, one of the top wide receivers in the National Football League, his case was received the attention of TMZ. In five of six automated ticketing photographs mailed to Fitzgerald, who is black, a white man is unquestionably behind the wheel of a Cadillac Escalade.

Denmark is keen to show the world, especially after the Copenhagen Conference, that they mean “green.” Denmark is setting up an infrastructure to support electric car recharging, however the other side to this grand scheme are throwing their toys out of the electric car. The Copenhagen Post reports that Renault are threatening to withdraw the electric cars which they were supposed to supply to “Better Place”, the company monitoring the installation of the electric car infrastructure. The reason behind this shocking behaviour (see what I did there?) is that Renault believe that the Danish government are not giving enough favourable car tax breaks to electric cars. The government’s policy is to give electric cars exemption from normal vehicle registration tax of 180%* until 2012.

The city of Red Bank, Tennessee voted Tuesday to extend its automated ticketing contract with American Traffic Solutions (ATS) for twelve years, in open defiance of the state legislature. Earlier this month, the House Transportation Committee gave its approval to proposed legislation that would place a temporary moratorium on red light camera and speed camera program renewals while a set of engineering and operational standards are developed to ensure statewide uniformity. The committee took great pains to ensure that no city would be deprived of any existing red light camera or photo radar revenue by refusing to ban any existing practices.

This week saw the Volt’s price point issues return to the public eye, as GM’s Chairman and CEO made it clear that he takes the government’s $7,500 tax credit for granted. But Whitacre’s dissembling revealed once again GM’s fundamental problem with the Volt: getting people past the sticker shock. Though GM’s short-term viability doesn’t hinge on the Volt selling like gangbusters, it’s clear that the Volt’s initial success or lack thereof will be a crucial factor in GM’s ability to hold a successful IPO and extricate itself from government ownership. Which, according to The Big Money‘s Matt DeBord, is one of the reasons the government should expand the Volt’s credit of $10k. Another reason: the Volt’s competition is too good!

with the base Prius selling for just over $20,000 and the base Honda Insight hybrid for under $20,000, the feds may have to start thinking about how to enable innovative electric and gas-electric plug-ins to survive. The EPA mandate to raise fleet fuel-economy standards to average of 35.5 mpg by 2016 looms, and a component of that target should be EVs and plug-ins. Otherwise, carmakers may abandon the tech, leaving it stillborn to cynically massage their fleet numbers by importing small cars from foreign operations to North America—cars they know Americans will only grudgingly purchase and that may force the government to chuck the 35.5 requirement.

Country road, take me home...

The first public-private partnership toll road established as a not-for-profit corporation has gone bust. The Connector 2000 Association, which operates a sixteen-mile, four-lane toll road linking Interstates 85 and 385 in southern Greenville County, South Carolina, announced last week that it was in default on its financial obligations.

“Traffic on the Southern Connector was inadequate to permit the association to collect sufficient toll revenues to pay debt service on the bonds which came due January 1, 2010,” a Connector 2000 Association statement explained. “The association has been advised that the trustee has made no payment of any such debt service. An event of default currently exists… The association is actively negotiating the restructuring of its bonded indebtedness with the trustee, the South Carolina Department of Transportation (SCDOT), and certain owners of large blocks of the bonds.”

The Detroit Free Press reports that a recent filing by the California Air Resources Board [Full filing in PDF format here] threatens that a rapid ramp-up to the proposed 35.5 mpg 2016 standard and a reduction in zero-emission vehicle credits are necessary “to ensure California’s continued support.” CARB spokesman Stanley Young explains that “what we wanted to do is convey the level of importance for these two issues,” and that it’s “too early” to say whether California will withdraw from its compromise with the Obama administration. Still, the threat of a California withdrawal should be enough to get some attention in Washington, as Obama adviser David Axelrod has called the emissions compromise one of the administration’s top accomplishments of 2009.
