The California Air Resources Board (CARB) made a slew of announcements on Monday regarding what types of vehicles will be allowed within the confines of its borders. These included everything from proclaiming aftermarket parts would be subject to a faster approval (or denial) process in the future, to announcing a joint initiative with 15 other states (most of whom joined CA in opposing the fuel efficiency rollback), to accelerating the implementation of electrified buses and trucks.

It also confirmed that California has finalized binding agreements with several automakers to cut vehicle emissions. BMW, Ford Motor Co., Honda Motor Co., and Volkswagen Group all entered into a voluntary agreement with the Golden State to adhere to Obama-era emission mandates last summer. While this prompted the U.S. Justice Department to launch an antitrust investigation into the deal, no action was taken. CARB said those companies — and some of their friends — made a binding commitment to California this month and will commit to its new emission targets, rather than the revised quotas set by the federal government. BMW teased the M3 Touring today, surprising just about everyone, as no one outside the company actually knew it was planning to build a wagon version of the car. Rumors of substance had been circulating for about a month, since we live in the information age, but it’d be a new trick for the M3.

Obviously, we’re going to gush about it because people who write about cars tend to gravitate toward fun vehicles that fly under the radar. Any advantage you can give yourself against the watchful eyes of highway patrol are always welcome, and there’s just something about a quick wagon that makes you feel unique — even if owning one doesn’t automatically make it true. Crossovers often get mocked by auto journalists as “tall wagons.” These scribes – and there are many, myself included, who have used this term – don’t understand why people don’t buy actual wagons.

Indeed, just the other day, the section of the Twitterverse reserved for auto writers had a discussion about why the public likes the much-loathed crossover so much.

There’s the obvious reason, of course – most of the people in the car-buying public are either not car enthusiasts, or they’re enthusiasts forced into crossover life by budget and life needs. We’ve been over this before.

There are certain flagship luxury cars that suggest the driver has “made it” – assuming “making it” means climbing the corporate ladder to the point that owning and driving a large, imported luxury sedan with a six-figure price tag is no sweat, financially speaking.

The Lexus LS, BMW 7 Series and 8 Series, and Mercedes-Benz S-Class have typically been the cars most people think of when the phrase “flagship luxury sedan” is spoken. And rightfully so – those are all worthy vehicles. But sometimes, the boss likes to cut loose.

Which is why the LS has an F Sport trim, and Merc has an AMG S-Class, and so on. As you no doubt know, “M” is the magic letter when it comes to BMWs.

BMW’s approach to the next frontier of driving propulsion has been an incremental one. First, electrification in a couple of oddball niche cars; then, plug-in hybrid versions of more conventional models. The fully electric vehicles coming down the pipe share their versatile architecture with existing models containing more conventional powerplants.

It’s cautious, and it’s certainly the approach most American automakers would probably prefer to take themselves. Alas, Germany is not America. EU regulators regularly crack the whip, startling execs who built their careers on dishing out gas and diesel offerings. Go green in a big way, now, or be slowly asphyxiated by a blanket of regulation that penalizes builders of emissions-heavy fleets.

Bavaria-based BMW says it aims to cut roughly 6,000 positions from its lineup on account of coronavirus complications. Times are tough and the manufacturer needs to tighten its belt, just like many of its peers.

The alley-oop that precedes the slam dunking of these jobs into the wastebasket will be tempting retirement packages for those of a certain age. Even though the refreshed BMW 5 Series earned top billing this week, Bavaria’s favorite automaker also released an inky black teaser image of the revamped 4 Series — a vehicle that, like its larger sedan sibling, was forced into a digital debut after coronavirus fears ended basically every car-related gathering expected to take place in 2020.

Despite the car being shrouded in blackness, we managed to enact some digital trickery of our own to get a better glimpse of its front end. BMW is ending production of the M2 Competition and M2 CS for the European market this fall. The 370-horsepower coupe proved a hit with enthusiasts, offering a straightforward package reminding us that simplicity is often a virtue, but it’s living on borrowed time on the Old Continent, as is the hardcore 410-hp CS variant.

At this point, only Ford has yet to deliver a firm restart date for its U.S. assembly plants, with Detroit rivals Fiat Chrysler and General Motors pegging May 18th for a cautious ramp-up of manufacturing activities.

Elsewhere, things are getting back to normal — or as close to normal as one is allowed these days. Amid new health protocol and a weak supply chain, Hyundai and Kia flipped on the switch this week, joining a handful of other foreign brands that have already restarted production in the U.S. South. A lot of people gripe about BMW losing its edge. Formerly reserved for the greatest performance vehicles in its lineup, the M designation has migrated to encompass a rather large subset of the BMW fleet. While this has undoubtedly helped the brand boost its sales for years, it also muddied the waters of what constitutes an M.

In the past, BMW’s M vehicles denoted a marked increase in horsepower and real-world performance. Now they’re intermixed with M Sport trims that split the difference between standard fare and bonkers M in terms of output. And they haven’t been turning up the dial lately. In fact, the performance division of all German automakers seem to have slowed down on maximizing performance while the core business prioritizes fuel efficiency and electrification — largely because it’s expected of them by regulators.

It may not be so cut and dried. BMW CEO Markus Flasch has taken a keen interest in the M division, saying “we have to be very careful to preserve what M stands for” while evolving the brand. More recently, he said the automaker had no intent to cap output to appease anyone, claiming that the company’s performance arm has to think carefully about the future.  (Read More…)
