Definitely a 64-66 Sport Van, with the non-white fascia.

At first I thought it looked like a late sixties Ford Transit but then I realized they never came to NA, and that I was also wrong.
I’ll go with Chevy as well, early to mid sixties.
If it’s not a Chevy, it could be a GMC Handi-Bus. My grandfather had inherited one as a freebie from Texaco when he was a Plant Manager. Perfect for Saturday chores and my dad and uncles to learn on.
Transits had different markers. And the ribbed part went towards the outside of the front fender, not the grill.

I’d guess late ’40s or ’50s, and it looks European more than GM to me, although it could be GM. But not from the ’60s. Maybe Citroen or Renault truck.

So, nobody have an idea about a belt? I even googled Garter Cars.

1600MKII already figured out the clue. The mysterious belt is the Van Allen radiation belt. I was also thinking astronomically in regards to this reference at first, but was pretty sure that this wasn’t a Euro-market Ford Orion.
